If the mind becomes constantly engaged in the indriyas(senses), then that mind is robbed of its intelligence, like how a boat roams around freely because of the wind on the water.

If a boat is not secured to a pole and let loose in a river, it just roams around wherever the wind takes it. Just like that if your mind is not engaged in the devotional service, but is allowed to go behind the senses however it feels like, then those indriyas(senses) will rob the mind of it’s intelligence.

A strong hold on the mind is required. If you dance according to your mind’s tunes, then it takes over your intellect. You can no longer tell the difference between right and wrong. It will just let you run around indriyas without any direction. If I am the slave of my tongue, then I will eat anything or everything without even bothering what it can do to my health. So I need to be able to regulate my mind.

As Anubhavananda Swamiji(youtube) says, “No means No!”

But how to keep one’s mind under control? by engaging oneself in devotional service. This devotion is what is needed for happiness(from the previous verse).

Therefore whose indriyas(senses) are restrained from their indriya-artha(sense objects), O mighty armed one, his intelligence is steady.

Here Lord Krishna is calling Arjuna, mahabahu(mighty armed one), who can control others. So the Lord is telling Arjuna, just as you can fight others, fight within and bring the indriyas under your control. Only then your intelligence is steady!
